The GPSNP is a programme aimed to support the government to strengthen safety net systems that improve the productivity of the poor in Ghana.

It directly contributes towards the goals of Ghana’s Coordinated Programme of Economic and Social Development Policies (2017-2024) and the Agenda for Jobs: Creating Prosperity and Equal Opportunity for All (2018-2021).

Beneficiary districts have been selected based on their poverty ranking, starting with the poorest districts using the Ghana Living Statistical Survey (GLSS) six poverty map.

The selection of districts is based on Poverty Incidence, the selection of beneficiary communities was largely informed by indication of areas of extreme poverty from the various district Medium Term Development Plans (DMTDP) and supported by statistical data from the Ghana Statistical Service (GSS) on the poverty of the bottom 20 per cent poor communities.
