Minister Hosts German Ambassador

The Government of German’s support and commitment is given to Ghana through the District Assemblies for local development were documented and appreciated.

 

Hon Daniel Botwe noted programmes such as Project for Rural Action from 985 to 2003, by gtz, and support for Dencentralisation Reforms (2007), District Development Data Platform by KfW with support from Swiss and the Governance for Inclusive Development (GOVID) programme with GIZ, as examples of such supports.

 

These observations were made by the Minister when he received a five-member delegation led by His Excellency, Mr Christoph Retzlaff, German Ambassador to Ghana.

 

He noted the partnership between the two countries, which was dated as far back as 1988 before the advent of Ghana’s constitutional rule. Fondly recalling the instrumental role Germany played when the state consulted its government on decentralisation during the preparation of the 1992 Constitution.

 

According to the Minister, the District Level Revenue (dLRev) with a funding grant from GIZ, that was piloted with few Assemblies, was operated by 100 districts currently. This, he noted, has helped to deepen decentralisation and revenue mobilisation at the local level.

 

He mentioned the Ministry’s collaboration with the Vice President’s office on the Street Naming and Property Addressing System programmes, which have identified 7.5 million addresses with four million addresses printed helping to strengthen tax collection improving revenue collection.

 

H.E. Ambassador Christoff Retzlaff, on his part, reiterated diplomatic relations between the two countries and said Ghana has become one of the topmost partners with Germany on the African continent and one of the five most important partner in sub-Sahara Africa because of its economic, social and political development.

 

The cooperation with the Ministry, he observed, was one of the best in decentralisation, he noted that Germany as a federal state from its experience and history, believed in the strengthening of the capacity of the citizenry at the regional and local level with institutional capacity, financial empowerment, and accountability for development.

 

To him, the increase in the number of regions from ten to 16 in Ghana has deepened capacity building and accountability at the regional and local levels.

 

He pledged his country’s continuous support for the enhancement of decentralisation.
