Before the introduction of electronic payment through GhIPSS, labour was paid manually where account officers with the District Assemblies carry large sums of money to pay beneficiaries in the communities. This payment method was associ-ated with many problems which included the risk of including ghost names on payrolls and the risk of carrying huge sums of money to project site. As a result of this, there was some sort of money laundering which made it difficult for some beneficiaries to receive the right amount of money.In view of problems inherit in the manual payment, GSOP has introduced the Electronic mode of payment through e-zwich by Ghana Inter Bank & Payment & Settlement system (GhIPSS). Beneficiaries are registered biometrically by the Participating Financial Institutions (PFIs) where individual’s information including thumb print is captured onto the e-zwich device and e-zwich cards issued to ben-eficiaries with unique identification number. Amounts due beneficiaries are elec-tronically transferred to the cards of beneficiaries after payrolls have been processed and sent to GhIPSS through the GSOP National Coordinating Office in Accra. In furtherance to the goal of improving the living conditions of the rural poor, Participating Financial Institutions (PFIs) are supported to estab-lish payment points in the communities at periodic times to enable beneficiaries access their money instead of travelling long distances.poor, Participating Financial Institutions (PFIs) are supported to estab-lish payment points in the communities at periodic times to enable beneficiaries access their money instead of travelling long distances.The introduction of this electronic payment has brought a lot of relieve to both stakeholders and beneficiaries. Money paid to beneficiaries through e-zwich card has prevented ghost names and void DASH cannot be created since payment is done by the PFIs and it’s only a beneficiary that can withdraw money when the thumb print is verified and confirmed.The cash out is done to confirm payment made to beneficiaries and the actual amount received on payment day. It serves as a monitoring tool to verify actual amount that goes to beneficiaries. Since transparency is core to GSOP activities at the community level these cash out reports are pasted on the transparency and Accountability Board (TAB) for beneficiaries to do peer review on money received by all beneficiar-ies, actual number of days worked and verify whether all the names on the cash out report actual work or part of the group.
